· To provide coverage of prosthetic orthotic and pedorthic care in Pennsylvania at a level that is equivalent to the federal Medicare program, also known as "Prosthetic, Orthotic and Pedorthic Parity" and
· To provide coverage for prosthetic, orthotic and pedorthic care in Pennsylvania for those individuals whom are also physically active.
HB1391 will require health insurers to cover the fitting, repair, or replacement of these devices when medically necessary, including those for recreational or adaptive sports, but excluding repairs due to negligence or abuse. Devices must be provided by licensed, in-network professionals, ensuring quality care. Medicaid and Medicaid-contracted insurers must reimburse at the Federal Medicare rate, ensuring fair provider reimbursement and patient access.
